**Observable impact**

1 = marginal usefulness; 3 = improves a team metric; 5 = addresses a measured bottleneck.

**Work frequency**

1 = rare; 3 = weekly; 5 = many times each day. Apply the same anchors to every candidate.

**Data and process readiness**

1 = process and data need discovery; 3 = partial sample; 5 = representative examples and verified rules.

**Delivery effort**

1 = one system and few dependencies; 3 = multiple systems; 5 = migration or extensive organisational change.

**Consequences of an error**

1 = internal and reversible; 3 = costly but containable correction; 5 = severe or hard-to-reverse consequences.

Use a 1–5 scale for each criterion. Impact, frequency and readiness raise the score; effort and risk lower it. Equal weights: \[impact + frequency + readiness + (6 − effort) + (6 − risk) − 5\] ÷ 20 × 100.

65 is a workshop threshold chosen for this tool, not a validated benchmark. Without an owner, verified access, or with risk at 4–5, the recommendation is preparation before a pilot.

### Comparison example

Impact 4, frequency 5, readiness 4, effort 2 and risk 2 give 80/100. Without an owner, that project still needs preparation. A lower-scoring project with reliable data and clear ownership may start sooner.
